DIVISIONAL SECRETARIAT - PACHCHILAIPPALLI
- 1. LOCATION AND AREA
Pachchilaippalli division is situated in northern part of the Island. It contains area of approximately 167.84sq km. Average density of populations is 60 persons per sq km. The total resettled population up to 31st December 2011 is 3045families consist of 10192 persons
The Pachchilaippalli division includes under the Electoral district of Jaffna and is represented by members of parliament in the legislature.
Northern- Vadamaradchi East (JaffnaDistrict)
Eastern- Vadamaradchi East and Kandawalai
Western- Eluthumadduwal (Jaffna District)
- 2. CLIMATE AND RAINFALL
The Division falls within Dry Zone eco-climate division of the island. The average annual rainfall is in the division of 1100mm. The Division receives nearly 75% of the rainfall during the North-East monsoonal period from October to December. The remaining period of the year is dry with the driest being January to August. The average monthly temperature ranges from 25 to 30c.
3 ADMINISTRATIVE DIVISIONS
Pachchilaipalli is one of the Divisional Secretariat Divisions in Kilinochchi District. The Division is divided into 18 Grama Niladhari Divisions consisting of total 42 demarcated villages.
Paddy cultivation is greater than other high land cultivation in this division. Vegetables are also cultivated by farmers .Promoting agriculture based activities would be favorable to the farmers.
Coconut is the main plantation activates in this area. Large number of acres is covered by coconut trees and large number of people working in these farms. During the war period out of 16230 acres, 11000 acres were destroyed. Before the war there was large number of Palmyra trees was in this division. Many of these also destroyed during the war.
6 LIVE STOCK –POTENTIAL
Abundant pasture land are found in this DS Division and therefore viability and sustainability for development of live stock exists in this area. During the war almost all live stocks were lost or misplaced and owner of the live stock went down their income and they expect to start the activities with support of Govt and NGOs after resettlement. However limited assistances had been provided by Govt and NGOs. In addition, a new veterinary Division office is being constructed and a veterinary officer also is to be appointed to resume the livestock in Pachchilaipalli Division.
Fisheries are the main occupation of the people of four GramaNiladhary divisions such as Kilaly, Puloppalai East, Kovilvayal and Allippalai. The fishermen are engaged mainly in karavalai fishing and catching prawn seasonally. The division has 3 fishing center with great potentials for exploitation . UP to 2011 almost all fishing families have been resettled in their own areas.
Before the war electricity was supplied pallai town and Mullaiyady and arrangement was to supply for other divisions also but no started. Palai town and Mullaiyady GN divisions almost 120 families had been received electicity facility at present. 2920 families of other resettled peoples have to supplied except three GN divisions out of eighteen that not resettled.
9 INDUSTRILAL SECTOR -2011
Small scales of industries like small cottage industries, service providing centers (Saloon, cycle repair centers etc) are in the divisions and 137 are functioning. Especially only one coir training centre is functioned with support of Northern Province Industrial Department and each year 20 trainees are trained.
In 2005/2006, 2462 student populations were in 13 schools in the division and there were 148 teachers. Almost all the school building situated in seven Grama Niladhari divisions surrounding pachchilaipalli were completely damaged and destroyed due to the severe war and the large scale displacement of these areas keen attention is to be taken to uplift educational operation reconstructing the damaged building newly and supplying necessary educational equipments and furniture etc. After the resettlement almost eleven schools had been reconstructed within short period and are functioning well except two that not permitted to the resettlement.
The roads access in the Pachchilaipalli division area of Kilinochchi district could be classified as “A” class ”B” “C” class “D” class Roads. The Jaffna- kandy road is termed “A” class. This is the main road for travelling to other parts of the island. In case of “B” class road until not repaired since 1985 and also most “C”, “D” Class roads remains un- repaired since 1985 in deplorable and damaged condition. The user are facing experiencing severe difficulties and inconvenience when traveling on this road.
There are two markets; pallai town market, Iyakkachchi markets are functioning in this division daily. They are under pradeshiya sabha. More than 1000 peoples are benefited daily by these two markets.
13. COMMERCIAL INSTITUTIONS/ SERVICE CENTRES
The commercial activities dominate mostly in Palai town. All types of commercial activities are going on. Iyakachchy also is potential area to the commercial where is to be developed.
14.SOCIO ECONOMIC STATUS
During 20 year of conflict, infrastructure, housing and other facilities had been destroyed in Pachchilaippalli DS division. As a result of the frequent displacement, movable and immovable assets had been damaged or destroyed. In 2005/2006 according to Grama Niladharies reports over 70% of the population in Pachchilaipalli division had been living below the poverty level. The literacy rate among adults of both sexual categories was average.
Swiss Development Cooperation covers around 600 permanent houses in Pachchilaipalli division and NEHRP also covers around 425 permanent houses. ZOA provided 200 transitional temporary houses Housing, Sarvothaya are being built core houses to the vulnerable peoples. Infrastructure facilities also are being provided by NGOs and Govt. In addition, around 700 livelihood packages are being provided by Swiss Labour Assistance(SAH) and they also helped to clear common places by provided Cash for work. Further Servalanka also provided Cash Grant and Cash for activities in the Division.
